Opinions of the Ministry of Finance of the Ministry of Human Resources and Social Security on promoting public employment services to sink to the grassroots

Department of Human Resources and Social Security (Bureau) and Department of Finance (Bureau) of Provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps:

  Promoting public employment services to sink to the grassroots and strengthening community-level employment services is an important means to consolidate the foundation of employment work, and is of great significance to promote the realization of high-quality full employment。In order to fully implement the spirit of the Party's 20th National Congress, improve the public employment service system, enhance the balance and accessibility of employment services, and better protect and improve people's livelihood, the following opinions are hereby put forward。

  I. General requirements

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,We will fully implement the guiding principles of the Party's 20th National Congress,Uphold and strengthen the Party's overall leadership,Adhere to the people-centered approach,Adhere to and develop the "Maple Bridge experience" and "ten million project" experience in the new era,We will focus on coordination between demand guidance and supply optimization,Focus on digital empowerment and mechanism building,We will improve service measures and expand service supply,We will make community-level employment services more convenient, precise and diversified,We will improve the quality and efficiency of public employment services across the board,To help achieve high-quality full employment。

  Aim for 2 to 3 years,We will build a number of grassroots employment service outlets with exemplary leadership,Drive the emergence of more influential and well-known grass-roots employment service outlets around the masses,Enhancing the balance and accessibility of public employment services;We will accelerate the formation of a community-level employment service system that integrates services and data,The people's sense of gain, happiness and security has become richer, more secure and more sustainable。

  2. Key tasks

  (1) Service outlets cover the grass-roots level。Focus on areas such as populated residential areas, densely populated areas, industrial agglomeration areas, and resettlement areas for relocation, and lay out grass-roots employment service outlets to form a convenient and accessible employment service circle covering urban and rural areas。Coordinate resources to build service outlets, can rely on urban and rural community comprehensive service facilities to set up service Windows, can cooperate with various enterprises and institutions, social organizations and other service outlets to build their own "door" employment service station, gig market, employment station。

  (2) Service information radiates to the grassroots。Comprehensively understand the employment and unemployment situation of workers in the jurisdiction, the employment service needs of key groups, and the employment demand information of various labor subjects。Relying on the province's centralized employment information resource database and employment information platform,Post job postings,Help workers connect with employers;Timely return of employment and unemployment data to streets (towns), communities (villages),Promote the "big data + iron foot" service model,We will support targeted employment services at the community level,Carry out key assistance。

  (3) The service force sinks to the grassroots。Establish a county-level piecework contract service mechanism, and staff of county-level public employment service agencies support grass-roots service outlets to carry out employment services in the form of Posting or contacting。(Evaluation of scientific and technological achievementsRegularly organize career guides and public employment and entrepreneurship service experts to go deep into grassroots service outlets, provide face-to-face services for enterprises and workers in need, and provide business guidance and work support for network service personnel。

  (4) The service model ADAPTS to the grass-roots level。We have issued a list of public employment services at the grassroots level, formulated guiding standards for facilities, equipment and staffing of grassroots service outlets, unified business processes and norms, and promoted the standardization of community-level employment services。We will explore convenience measures such as reservation service, on-site service, agent service, and remote service to better meet the needs of the masses for employment services。Grass-roots employment service outlets and public employment service agencies should cooperate closely to jointly carry out employment services such as recruitment activities, career guidance, skills training, employment internship, and entrepreneurship guidance, and deliver services to the masses。

  (5) Service supply supports the grassroots。Encourage all kinds of market players and social organizations to actively participate in the operation of grassroots employment service network facilities and the provision of service projects, and form a grass-roots employment service supply model with diversified service players and diversified service methods。In light of employment tasks, employment needs, and public employment service capabilities, the government has established and improved a mechanism for purchasing public employment services, formulated and dynamically adjusted a list of items for the government to purchase public employment services, and clarified supporting measures such as information release, project management, and performance evaluation。

  Third, safeguards

  1. Strengthen organizational leadership。All localities should adhere to the overall leadership of the Party to do a solid job in employment services, and actively coordinate relevant departments to incorporate employment services into community-level livelihood security services to form a joint force。It is necessary to take the public employment service sinking to the grassroots as the key work to improve the employment service system and promote high-quality full employment, and accelerate the promotion as an important measure for the private sector。Local governments may, in light of the employment situation and actual needs of their own regions, make overall arrangements for funds and provide necessary funding guarantees。

  (2) Build a service team。All localities should strengthen the capacity building of grass-roots employment service personnel and support grass-roots employment service personnel to participate in the identification of vocational skill levels of vocational guides。For the street (township), community (village) comprehensive service facility window to undertake employment service personnel, to strengthen business training, carry out military training and competition, to help improve the professional level of public employment services。

  (3) Extensive publicity and guidance。All localities should give full play to the role of typical leads, comprehensively use various media platforms, select a number of advanced examples of grassroots employment services, promote a number of grassroots employment services experience and practices, and create a good public opinion atmosphere。Encourage the reform and innovation of community-level employment services, respect and give play to the initiative of the community-level, and promptly summarize the innovative measures of community-level employment services。
